The following notice is published pursuant to Section 95A(3) of the EPBC Act.

The Sunshine Coast Regional Council, in partnership with the Queensland Government (acting through the Department of Transport and Main Roads), will deliver a new 1.6 kilometre road and active transport link between Omrah Avenue and Nicklin Way, with connection through to Industrial Avenue. The new transport corridor will provide a critical, strategic connection between the Caloundra central business, tourism and development district, and major road and public transport infrastructure, both existing and planned.

The proposed action is a "controlled action" under the EPBC Act due to the potential for the Project to have significant impacts on Matters of National Environmental Significance (MNES), namely:

  1. listed threatened species and communities protected under Section 18 and 18A, Part 3 of the EPBC Act, including the Koala (Phascolarctos cinereus) (combined populations of QLD, NSW and ACT) and Coastal Swamp Sclerophyll Forest of New South Wales and South East Queensland Threatened Ecological Community,
  2. wetlands of international importance protected under Sections 16 and 17B, Part 3 of the EPBC Act — Moreton Bay Ramsar Site.

Preliminary Documentation addressing the Projects potential for significant impacts on MNES will be on public display for a period of ten (10) business days from Thursday 26 March until Friday 10 April 2026 at the following locations:

  • Sunshine Coast Council’s Maroochydore Customer Contact Counter, 54 First Avenue, Maroochydore
  • Sunshine Coast Council’s Caloundra Customer Contact Counter, 1 Omrah Avenue, Caloundra 
  • State Library of Queensland, Stanley Place, South Brisbane.
  • Department of Climate Change, Energy, the Environment and Water, John Gorton Building, King Edward Terrace, Parkes ACT (Please arrange viewing by contacting EPBC.Referrals@dcceew.gov.au and quote EPBC 2024/09956)

Interested persons and organisations are invited to comment in writing on the Preliminary Documentation by 5pm, Friday 10 April 2026.
