Moffat Beach place plan
In collaboration with our community, we are planning to develop a vision and guide for Moffat Beach’s public spaces. This will help shape the future of this much-loved local place.
The Moffat Beach Place Plan will capture our community’s values and ideas to inform development of the plan.
It will guide how we improve and manage public spaces including street areas and parks. It will contain short term and longer-term ideas.
The plan will respond to environmental changes, traffic, parking and safety issues, and pedestrian access. It will help to protect Moffat Beach’s special history, culture, character, and ecology.

The Place Plan will aim to:
- Capture our community’s vision for Moffat Beach’s public spaces.
- Develop principles based on community values. These principles will inform future planning, design and activation initiatives.
- Generate ideas for the future improvement and management of the area, whilst working alongside Kabi Kabi (Gubbi Gubbi) Traditional Owners and acknowledging previous community feedback and planning.
- Collate local knowledge about valued place histories and stories. These will be reflected and embedded in future place projects.
- Identify opportunities for short- and long-term initiatives, potential partnerships, and funding sources including grants.
Project area
The project area includes the broader Moffat Beach suburb. It will focus on the primary commercial activity area and adjacent recreation areas, Eleanor Shipley Park and Moffat Beach Park.
Funding
Council has committed funds to develop the place plan in 2024 and 2025.
There are currently no funds committed to implement projects that arise from the place plan.
The place plan will guide future funding applications including grants.
Time frame
Early next year, we will invite our community to have their say in the development of the place plan.
We will also acknowledge previous planning and engagement that the community has contributed to including:
- Shoreline Erosion Management Plan, 2023
- Environment & Liveability Strategy, 2023
- Coastal Hazard Adaptation Strategy, 2021
- Shelley to Moffat Coastal Study, 2021.

Moffat Beach seawall project
Another important project on the Moffat Beach foreshore is the Moffat Beach seawall reconstruction project.
It will provide a vital role in continuing to protect the Moffat Beach community parklands, paths, roads and facilities from future climate change impacts. It will also provide access points from the parkland to the beach.
