Development applications (DA) must be made using state government's development assessment forms. In some cases you will also need the relevant council application forms.

Code checklists

These code checklists help you address and respond to the applicable provisions in the Sunshine Coast Planning Scheme 2014 for your proposed development. The checklists below are common application types and are not an exhaustive list of all codes.

Using the checklists

These checklists identify the exceptions of non-compliance with provisions of the code. Use the well made application checklist to ensure you have the information for council to assess your proposal.

Where non-compliance or no acceptable outcome is identified, you must provide detailed justification of how the proposal satisfies the relevant performance outcome.

Also, identify any technical reports or plans required to demonstrate compliance with an acceptable outcome.

Use the Planning Act form 5 to request to change a development approval under section 78 of the Planning Act 2016.

It is important when making a change application to be aware of whether the application is for:

  • a minor change that will be assessed under section 81 of the Planning Act 2016, or
  • an 'other' change that will be assessed under section 82 of the Planning Act 2016.

DA form 1 must be used to make a development application involving:

  • code assessment, or
  • impact assessment.

Except when applying for development involving building work, refer to DA form 2.

DA form 2 must be used to make a development application involving building work.

When applying for development involving building work only, use this form (DA form 2) only.

For a development application involving building work associated with any other type of assessable development, use:

  • DA form 1, and
  • Parts 4 to 6 of DA form 2.

eDevelopment application form

eDevelopment application form

Electronic lodgement of development applications must include a completed eDevelopment application form (DOCX, 883KB).

The eDevelopment application form is used to:

  • outline fee information, and
  • confirm agreement to correspond electronically. A business email address is preferred for receiving and sending electronic correspondence.

Use this form (DOCX, 285KB) to apply for an extension to the currency period for a development approval.

Matters of local environmental significance

Matters of local environmental significance

Use this form (DOCX, 871KB) for payment of a financial contribution for matters of local environmental significance (MLES). This may be a condition of your development approval.

Pre-request response application

Use the pre-request response form (DOCX, 284KB) to request council (as an affected entity) to consider a change. 

You should do this before you formally apply to the entity that issued the approval or conditions i.e. court or concurrence agency.

Priority residential assessment

Priority residential assessment

Priority Residential Assessment is a streamlined development assessment process for low-risk assessment of residential applications that are either:

  • Accepted to code assessment
  • Code assessment

The eligible application types for Priority Residential Assessment include:

  • Secondary Dwellings
  • Dual Occupancy (combined operational work)
  • Multiple Dwellings – up to 10 multiple dwellings (maximum 3 storey townhouse style)
  • Reconfiguring a Lot – maximum of 2 additional lot/s created and no new road
  • Dwelling House – new dwelling only (excludes extensions to existing dwellings, carports and sheds)

Applications assessed under the Priority Residential Assessment process must meet all eligibility requirements detailed within the Priority Residential Assessment guidelines.

Request for approval of survey plans

Use this form (DOCX, 284KB) to request approval of all standard format and building format plans for plan sealing.

Before submission of your survey plan, complete and send the checklist for approval of survey plans (DOCX, 870KB) to council.

Payment of fees is required before or at the time of lodgement of the original survey plan.

In addition, the checklist (DOCX, 870KB) and statutory declaration (DOCX, 80KB) are required for dual occupancy (duplex) building format plans.

Request for concurrence agency response building work

Request for concurrence agency response building work

Use this form (DOCX, 903KB) to request a concurrence agency response (building work) when a building application must be referred to council for assessment as a concurrence agency in accordance with schedule 9 and 10 of the Planning Regulation 2017.

This includes houses or class 10 structures that do not comply with the planning scheme, but are exempt from needing a planning application (under schedule 6, part 2, section 2(2), of the Planning Regulation 2017). Instead, the building application must be referred to council for assessment as a concurrence agency.

Note: If non-compliance only relates to provisions covered by the Queensland Development Code, refer to the building guidelines for the correct form and guidance on assessing these requests.

Building near stormwater infrastructure

You must include this form (DOCX, 903KB) with your application to build over or adjacent to stormwater infrastructure services.

Request for prestart meeting

Request for prestart meeting

Use this form (DOCX, 948KB) to book all operational work prestart meetings. Your application will need to be accompanied by the construction application fee.

Request for superseded planning scheme

Request for superseded planning scheme

Use this form (DOCX, 286KB) to request council to assess a development proposal under a superseded planning scheme in accordance with section 29 of the Planning Act 2016.

Changes to road names and street numbering

Changes to road names and street numbering

On occasions it may be necessary to adjust or change existing road names and street numbers e.g. to cater for development or redevelopment of land. This includes private roads.

It is your responsibility to confirm the property address with council before submitting a building application. Especially where a property has two road frontages.

For example, a change may occur where the driveway access is established on a different street to the current property address.

Secondary dwellings, single detached dwellings and annexed units

A separate street or unit number, or use of alpha suffixes will not be issued. This is contrary to the Sunshine Coast Planning Scheme 2014 definitions.

Well made application checklist

A well made development application provides the necessary detailed information for council to assess your proposal. This includes completed forms, plans, checklists, technical reports and supporting information.

Council generally considers your application well made when it includes all the relevant items listed on the checklist. Lodging this information upfront with your application can:

  • reduce the number of information requests needed
  • streamline council's assessment of your proposal, and
  • often lead to quicker decision timeframes.
