Temporary Local Planning Instruments
A Temporary Local Planning Instrument (TLPI) is a statutory instrument created under the provisions of the Planning Act 2016.
A TLPI may suspend or otherwise affect the operation of another planning instrument i.e. Sunshine Coast Planning Scheme 2014 (Planning Scheme) for a period of up to two years after the effective date.
A TLPI:
- does not amend or repeal the planning instrument
- does not create a superseded planning scheme, and
- is not an adverse planning change under the Planning Act 2016.
Generally, a TLPI is an interim response that:
- is put in place quickly to set out planning and development assessment policies to protect all or part of a local government area from adverse impacts in urgent or emergent circumstances
- prevails over the Planning Scheme to the extent of any inconsistency
- enables shaping of longer-term planning provisions while it is in effect (an amendment to the Planning Scheme follows a statutory process that can take more than 18 months)
- is effective for up to two years
- can be repealed by Sunshine Coast Regional Council.

TLPI 03/2017 Kawana Waters Town Centre
On 12 October 2017, Temporary Local Planning Instrument 03/2017 - Kawana Waters Town Centre (TLPI 03/2017) came into effect.
TLPI 03/2017 revised the planning and development framework for the Kawana Waters Town Centre. It suspended and affected the operation of the Sunshine Coast Planning Scheme 2014 that incorporates Development Control Plan 1 Kawana Waters.

TLPI 01/2014 Sippy Downs Town Centre
On 10 January 2014, Temporary Local Planning Instrument 01/2014 - Sippy Downs Town Centre (TLPI 01/2014) came into effect.
TLPI 01/2014 expedited the planning and delivery of the Sippy Downs Town Centre, including the Business and Technology Park, and to stimulate economic development and jobs growth on the Sunshine Coast. It suspended and affected the operation of the Maroochy Plan 2000 in respect to the Sippy Downs Town Centre and applied new provisions affecting the operation of Maroochy Plan 2000 in respect to Sippy Downs Town Centre.

TLPI 03/2013 Sunshine Coast Airport
On 15 November 2013, Temporary Local Planning Instrument 03/2013 - Sunshine Coast Airport (TLPI 03/2013) came into effect.
TLPI 03/2013 facilitated the establishment of airport associated land uses at the Sunshine Coast Airport by introducing a definition, table of assessment and code for “air services”. It overrode the operation of the Maroochy Plan 2000 in respect to the Sunshine Coast Airport.

TLPI 02/2013 Vegetation Protection Overlay
On 24 June 2013, Temporary Local Planning Instrument 02/2013 – Vegetation (TLPI 02/2013) came into effect.
TLPI 03/2013 helped protect the region’s natural resources, maintain biodiversity and conserve ecological values. The TLPI enabled Council to prevent unwarranted vegetation damage and ensured that where necessary, vegetation removal occurs in a responsible way. The TLPI affected the operation of the Maroochy Plan 2000 and Caloundra City Plan 2004 by applying additional operational work provisions for clearing protected vegetation.

TLPI 02/2012 Kawana Town Centre
On 29 December 2012, Temporary Local Planning Instrument 02/2012 – Kawana Town Centre (TLPI 02/2012) came into effect.
TLPI 02/2012 expedited business and economic development opportunities at Kawana Town Centre, land adjacent to the Sunshine Coast Hospital, Town Centre, Transit Precinct and undeveloped areas of Birtinya more generally, in anticipation of the delivery timeline for the Sunshine Coast University Hospital. It suspended and applied provisions in Caloundra City Council Planning Scheme 1996.

On 28 December 2011, Temporary Local Planning Instrument 01/2011 - Kawana Town Centre (TLPI 01/2011) came into effect.
TLPI 01/2011 expedited business and economic development opportunities at Kawana Town Centre, land adjacent to the Sunshine Coast Hospital, Town Centre, Transit Precinct and undeveloped areas of Birtinya more generally, in anticipation of the delivery timeline for the Sunshine Coast University Hospital. It suspended the Residential ‘A’ zoning in these locations and replaced it with Special Development Zone which allowed for a range of commercial, retail and residential uses to be delivered through the established Master Planned Community Development Process. It suspended and applied provisions in Caloundra City Council Planning Scheme 1996.

TLPI 03/2010 Lot 532 CG3803 for Landfill and Recycling
On 7 February 2011, Temporary Local Planning Instrument 03/2010 – Lot 532 CG3803 for Landfill and Recycling (TLPI 03/2010) came into effect. TLPI 03/2010 facilitated the use of Lot 532 CG3803 for the purpose of landfill and recycling by changing the precinct class of the site from Open Space – Sport and Recreation to part Community Purpose – Major Utility (Refuse Landfill and Recycling Facility); and part Open Space – Conservation and Waterways. It overrode the operation of the Caloundra City Plan 2004 in respect to Lot 532 CG3803.

TLPI 01/2010 Community Residence
TLPI 01/2010 Community Residence
On 20 February 2010, Temporary Local Planning Instrument 01/2010 - Community Residence (TLPI 01/2010) came into effect.
TLPI 01/2010 allowed a “community residence” (example hospice) as defined in the instruments to provide palliative care in the residential and rural precinct classes as tabled. It overrode the operation of the Maroochy Plan 2000 and Caloundra City Plan 2004.
